Greenhouse gas emissions in the G20 countries continue to grow. Russia has not yet embarked on the path to 1.5° C,” notes the recently published Brown-Green Report 2019, the world’s most comprehensive annual review of climate action by countries. Russia must have a low-carbon development strategy, and such a strategy is being prepared. Whether the elimination of monopoly in the energy sector and the long-term goals of achieving 100% renewable energy will be comprised in this strategy, still is an open question.

A decrease in the share of coal in the energy balance is a global trend of recent years. It seems that Russian energy companies also began to recognize the importance of this process: Irkutskenergo got engaged in assessing the prospects for the sale of its coal assets. Members of non-governmental organizations believe that energy strategies at any level should be aimed at evolution to low-carbon production based on the replacement of coal energy with RESs.

In Madrid, Spain, on December 2nd the 25th round of international negotiations of the Parties to the United Nation Framework Convention on Climate Change (COP25) has opened. The COP25 conference of the parties gathered more than 25,000 participants from nearly 200 countries. These negotiations are expected to complete the adoption of the rules of the Paris Agreement, which comes into force in 2020. Russian non-governmental organizations have issued a Statement on their expectations from the negotiations and from national climate actions.

FoE Russia and Interfax-Era presented their joint project “Rating for nature protection” at the Second Paris Peace Forumon November 11-13. The project was marked as the best governance tool by the Forum organisers. The tool can be used by banks, investment funds and development institutions for priority financing of the most environmentally responsible and transparent industries and companies that use the best available technologies (BAT) for sustainable development.

Russian and Western media spread the news of Russia’s losses from permafrost thawing, the multi-billion dollar scale of which was let known by Alexander Krutikov, deputy head of the Ministry for Development of Russian Far East. According to members of public environmental organizations, in order to reduce losses, the Russian Federation should adopt a strategy for adaptation to climate change as soon as possible.

On November 6, Peterhof (St. Petersburg) hosted a meeting of SPARE-Russian regional coordinators at the All-Russian conference “Climate, Energy and Resources - Solutions for the Future” The coordinators shared the successes and challenges of the project in their regions and discussed the development plan for the School project on Application of Resource and Energy in the coming years.
