Yamalo-Nenets Autonomous District numbers 10 projects on GHG emissions reduction. These projects will secure total CO2 emissions reduction of about 18 million tons by 2012 and are likely to bring about 125 million Euro of investments to the regional economy. Will they be implemented within the Joint Implementation mechanism of the Kyoto Protocol?

The Department for natural resources regulation, forestry and oil and gas complex development of the Yamalo-Nenets Autonomous District has organised in Salekhard the seminar on Kyoto Protocol implementation. The discussions focused on opportunities of broader introduction of the Joint Implementation Projects (JIPs), energy efficiency measures, inventory of greenhouse gases, emissions reduction measures and increase of their absorption; participation of regions in the projects, transfer and purchase of reduction units. This event was attended by representatives of regional authorities, municipalitiesand business companies working in sphere of fuel, oil and gas.

Valery Anufriev, the general director of the Ural Centre for Energy Saving and Ecology (Ekaterinburg), reported that the Ural Federal Region is one of the Russian leaders on greenhouse emissions. Therefore, significant efforts are necessary here to implement GHG emissions reduction measures. This is possible by means of modernization of the economy, increase of its energy efficiency, and attraction of investments through the Kyoto mechanisms.

Valery Anufriev stated that the projects of processing oil associated gas, use of biomass to produce energy, modernization of metallurgical enterprises and waste recycling in agriculture are most promising for the Ural Region.

The majority of the carbon projects of the first All-Russia competitive selection organized by Sberbank were related to oil and gas industry in northern Russian regions (Khanty-Mansiysky and Yamalo-Nenets Autonomous Districts) and are directed on recycling of associated gas.

Now Yamalo-Nenets district numbers 10 projects on GHG emissions reduction. These projects will secure total CO2 emissions reduction of about 18 million tons by 2012 and are likely to bring about 125 million Euro to the regional economy.

The Department for natural resources regulation, forestry and oil and gas complex development prepares proposals to improve the normative legal basis at the federal level concerning applications of Kyoto mechanisms.
