Day 5 at COP17 in Durban: Russian NGO observers had a meeting with coordinator of official RF delegation

In the end of the first week of UN climate talks according to the request of the RSEU climate secretariat the coordinator of Russian official delegation Oleg Shamanov met Russian NGO observers working at COP17 (Russian Socio-Ecological Union, Friends of the Baltic, Ecodefence, Ural Ecounion).

From the point of view of NGP observers the official Russian position on KP2 looks as a minimum illogical. At the climate change talks they have made a speech at the plenary session about the need to continue the mechanisms of the Kyoto Protocol (JI and CDM) after 2012, says that that mechanisms stimulate businesses to implement technological solutions to facilitate the reduction of greenhouse gas emissions. According the Shamanov Russian companies are waiting a signal: whether or not JI continuation after 2012.

And at the same time, officials say during more than a year that Russia will not participate in the KP-2. And Oleg Shamanov again confirmed this, saying” “We let everybody to work under the KP-2, but we do not see the possibility to join it”.
Answering the question of Olga Senova (RSEU climate secretariat) Oleg Shamanov said that: ….it is possible to transform “track 1” (preparation of a new long-term agreement) and “track 2” (development of KP) and create something new for the future. But until it will be done, Shamanov said, we can use MRV (Measurement, Reporting and Verification) period, which works until 2015, it as a “loophole” (opportunity) for JI.

For the NGO observers mind this is strange to connect JI projects development with a MRV period, because 2013-2015 years the only implemented JI projects results and reduced carbon units will be reported, checked and verified. This period doesn’t propose to initiate and register any new JI projects. To use this opportunity in 2013-2015 the special decisions are needed – but Russia doesn’t propose it at the climate talks.

More over even two extra years for JI will not solve the problem of the gap between KP-1 and future legally binding agreement. Even if some new agreement will appear in 2015, by the optimistic scenario it can be ratified not earlier than 2017, and it will come into force not earlier than 2020. And even for implementation of such a optimistic but rather remote scenario, today we must get a proposals from interested countries: how this what to look this new variant of agreement, since when it has come into force, etc. It should be the subject of discussion today. But this does not happen - and Russia does not make active steps to turn the subject of negotiations to practical side.

Also Oleg Shamanov said that Russia opposes the inclusion of aviation into the European emissions trading scheme EU ETS. According for his opinion this scheme is not transparent and Russia doesn’t not like if payment for the emission from aviation will be used inside EU.

Together with some countries RF signed an Appeal to IKAO to not let EU implement this mechanism.

NGOs asked Shamanov a question – would Russia consider a more positive response to this EU initiative like do “a symmetric answer” and put these measures in our own country. His answer was that NGOs can ask about it the Ministry of Transport.

Concerning nuclear energy projects within JI Oleg Shamanov said that Rusian position is not change and he doesn’t see the options to avoid nuclear in climate policy.

NGOs were not satisfied with official Russian position, sounded during this meeting, and next week plan to show their expectations and again push RF officials act more constructively.
